Act 181 isn’t over.

This year the Legislature repealed the road rule and Tier 3. But the maps and the Land Use Review Board are still here. In an email released through a public records request, a Two Rivers regional planning commission staffer writes that existing forest planning “would have addressed much of what was just repealed in 181 and still could.” Two Rivers is the regional planning commission for Rochester, Hancock and Granville.

I believe the people who own and work the land should have the first say in what happens on it. Rural Vermonters got the worst of Act 181 repealed. Keeping it repealed takes new leadership in Montpelier.

The full email was posted publicly on Oct. 28, 2026, in the Rural Vermont Rising group on Facebook. The excerpt in the video is retyped for legibility; the sender’s name is redacted and the highlights are ours.
